nvs : Better look for MBA abroad, if cost is a constraint apply to Asian colleges like HKUST, CHUK, NUS, NTU, AIM ets. The application deadline is 31st May and you still have time to take GMAT and apply. Generally a score above 650 is supposed to be decent.

The right way to go about is not to target a percentile but to try and maximise your score in CAT and thereby your percentile. To specifically answer your question, a percentile upwards of 95 may be required. All the best.

bharat : Nidiff between the two programs though there is a legal difference - only universities can award degrees (like MMS) while autonomous institutes can award only diplomas... even the IIMs (autonomous inst) can award only diplomas (PGDM). Go for either... check the fee.
